Yes, this is the derivation suggested by Schumacher (Die keltischen
Primärverben, IBS 2000, p. 198-200).

As he himself makes clear, the compound *an-eg- must have originated in
the noun *an-ex-tlo- and from there spread to the verb *an-eg-e/o-,
since *n.- is pure nominal.
