In my opinion, languages related to the NEC family would have spread through Europe along with the Neolithic expansion, much like Renfrew's theory. Vasconic, the family of Basque and Iberian, was one of these groups.

Another possible cognate of the same root is *akwa: 'running water', the source of Latin acqua 'water', where it replaced the common inherited IE  word. Hydronyms with *-apa/aba and *-upa/uba would also have come from this source.
