After more work it looks like it's not that simple.
There are two stages of C, > VC in Baltic and Slavic.
The first only happens in a few kinds of environments
and creates r,>ur after KW, x,>a after K, etc. This
happens between certain sounds, sometimes between K-K
or round-round as indicated above but also when retro.
or velar comes before retro.

The second stage comes much later and changes Kr, >
Kur but KWr, > kWir and so on. This affects all
remaining consonants.
