Here's a more complete description of my theory.
This incorporates Andrew Sihler's account of the
standard explanation as what I'm specifically arguing
against:

dh>th

However, u, r, and l are extremely common in PIE
roots and many more words show dh>b than dh>d. The
words that are said to show dh>d between V's actually
come from forms followed by either w or y in the next
syllable.

*widhewos widhw(e)+ > OCS vIdova, OIr fedb, L vidua

*widhus widhw+ > OE widu, >> L di:videre

*sidhus sidhw+ > Goth sidus 'custom', L *+a:lis
'customary' >> *swedwa:lis > soda:les 'companions'

*urdhwos > Skt u:rdhva-, L arduus

*medhyos > Goth midjis; L medius

*xaidh+ 'kindle' > Gk aítho:
*xaidhye+ 'be kindled'
*xaidhya:x 'fire' > L aede:s '*hearth > room'

*bheidh+ 'persuade' > Gk peítho:
*bheidhye+ 'be persuaded, trust' > L fi:do:
*bhidhya:x 'trust' > L fide:s 'faith'

but in forms where w>u, etc:

*urdhwo+ >> *+tu+ > *urdhutus > arbutus

*urdhwo+ >> *urdhwos *urdhus+ > arbor

(that is, *arTwos *arfus+ mix> *arfos+ or sim.)

Some of these require dissimilation of w-w and i-y
but, as I've said, are detectable by a: > e: as well
as their effect on dh and the meaning as passive of
the Greek.

The evidence that dh>b between V's:

*pYl,xYdhos > Gk ple^:thos

*pYl,xYdho:s (as pl. tan.) > ple:be:s

*dwi + dhexYos '(set) in two places' > dubius


Therefore, I'd have to say the rules are:
