Not in Popper's version of it. The only constraint on a propective
theory is that it should maximally disprovable. He was directly
opposed to the idea of supportive evidence, since it proves nothing.

The counterevidence is all that matters. This disprovability
constraint is what keeps you from making vacuous theories, not some
demand for positive evidence.
