Do you have any sources for this? Wikipedia (
http://en.wikipedia.org/wiki/Devanagari_transliteration ) is currently
claiming that the earliest surviving written Sanskrit is a 'rock
inscription by the Western Kshatrapa ruler Rudradaman, written c. 150
CE in Junagadh, Gujarat'. Ashoka's inscriptions were written in
Prakrits.
