I fully agree:
the -tar suffix in Albanian is really inherited => the "inside-a"
speak for this => PIE *o > PAlb *a

On the other hand, the Romanian suffix -tor is from Latin =>
where PIE *o > Latin *o


Of course both suffixes reflects the same PIE suffix *-ter/*-tor
