I don't know; in _A Dictionary of Selected Synonyms
in the Principal Indo-European Languages_ Carl Darling
Buck connects these words in 1949 (though with
uncertain nl / ln / other?).

I'm not sure of every case; I'll probably recheck
the rules and add a few others for other environments
before I'm certain.

Yes, if *men-lo- "remain, delay" > OIr mall (similar
to Latin maneo: and nanciscor which gave me the idea).
