Sorry Piotr, maybe waht you say is true for other languages, but I
couldn't see any difference for Romanian and (P)Albanian. Both prefixed
forms and non-prefixed forms follows the same phonetic rules. If you
know some examples against this assertion please post them here.

Also (as I said): how we will manage Romanian abure? where there
isn't any prefix...
