In this case Albanian borë 'snow' would be from a 'water' root too:
*h2p-h3-

Note: Albanian borë is 'usually' considered from the PIE *bher- 'to
strew, spread; fall' => a 'forced semantism' from my point of view.

'I'm curios' also what is the origin and the meaning of the preffix
dë- in dë-borë 'snow' => Should be something like: Alb dë- < PAlb
*dza- < *g^(H)o- ...
