Sorry I can't tell you the exact origin of the suffix. I do know that
most words with that suffix are a result of a drive to standardize and
modernize Finnish shortly after Finland passed from Swedish rule to
Russian rule in 1809. Some newly created words from the early 1800's
era are...

yliopisto, university, from ylioppi, higher learning
osasto, department (as in a business), from osa, part
neuvosto, information service, from neuvo, direction, guidance.
lainasto, library, from laina, loan. Now replaced by the more modern
kirjasto.
