In a verb? I don't think anything like that would correspond to a
productive type of IE word-formation. *kWélh1-e/o-, on the other hand,
is both attested and "normal". Other Albanian cognates that can be
understood in terms of IE verb morphology include <qell> 'delay, hold
up' < *kWolh1-éje- and <(për)kul> 'bend, crouch', perhaps a secondary
*-jé/ó- present to *kWl.neh1- (with a nasal infix), i.e. something like
*kWl.n(h1)jé/ó-.
