Seems you have right in this context, for in Albanian /b/ is dropped
as well as all voiced stops, due to rule VDV = V: *dheubh-eto > det,
Lat. medicus > mjek, bubulcus > Alb. <bulk>, Lat. cubitus > kut, but
Lat. tegula > tjegull.
To my vew, as we may see from <avull> (Rom. abur), if voiced
aspirated stop /bh/ is followed by liquid, then it outcome is /v/,
especially if followed by back vowels.
I like to add here some derivatives of PIE root: *bhleu- 'to swell,
well up, overflow:
I guess that extended zero-grade form *bhlugW- have yielded Alb.
<vlug> `prime point, peak', until lengthened e-grade form *bhle:-n-yo
