It's a pretty common citation form - in Pali as well! It's
essentially the bare stem, and is the form you will see in the
Monier-Williams Sanskrit dictionary. While the Oxford English
Dictionary may prefer to quote the nominative, almost at the other end
of Eurasia, the [Thai] Royal Institute Dictionary [of Thai] quotes
Sanskrit nouns and adjectives in the bare stem form.
As to the use of /e/ as opposed to /e:/, there is no distinction in
Sanskrit, and the Harvard-Kyoto transcription uses plain 'e'.
Likewise for /o/ and /o:/.
