No. *i gives /I/, *ji gives /ji/ (at least in OCS).

Yes. That's the first palatalization.

When *ai was fronted and monophthongized to the long vowel
*/E:/, /kai/ underwent the second palatalization, resulting
in /cĂȘ/. That's all.
