This has nothing to do with sound change. It only reflects a growing
awareness of foreign orthographic conventions. It isn't going to make
anyone pronounce <Watt> or <Washington> with /v/ on the analogy of <Wagner>.

I was deliberately distorting the interpretation (and thought that it would be obvious that I was doing so) to make what I hoped might be considered somewhat humorous remarks.
