Nuada = Cloud Maker??

My apologies if this is a bit of a dead horse...

I know there are theories linking Nuada to the PIE root *neud- "to
grasp for something / to acquire"
And Dumezil has attempted to link Nuada to the root *nedh-, "to bind"
(Mitra-Varuna pg 99)

But I have repeatedly seen the name expressed as meaning "Cloud Maker";
can anyone explain the etymology of this specific term??
