Yes.
It's a linguistic universal. If there is /q/ and there is
/kW/, then there must also be /qW/.
The further back the stop, the less marked labialization is.
In other words, labialization is lost first on labial
consonants, then dentals, then palatals, then velars and
finally uvulars.
