No, Meshech (etc.), brother of Javan (i.e. the Greeks) and son of
Japheth (Genesis 10 ii). Many generations before Moses! As the 'ch'
is simply 'softened' (i.e. fricativised) /k/, it doesn't seem plausible.

Although the traditional text has Méshech, the Septaguint has _MosokH_
and some Samaritan manuscripts have _mws^k_. Another brother is
_Tiras_, and I expect some interpret this as 'Tyrrhenian'.
