Was it as a compliment or reproachful? (In the latter case, it must have
happened in the southern half of the country. :^))

Well, but if the accent is foreign, then I assume that native-speakers
are less bothered in the "Anglo" world than native-speakers in the
German-speaking world.

Is it correct that most of RC Vlaams communities are concentrated
in Belgium?
