Do you mean the last syllable stressed [ho-'ra] in Romanian? If so,
then the answer is: impossible.

(A 2nd syllable stressed is possible only in <horea> [ho-'rea], i.e.
the indicative præterit the 3rd person singular, "(el/ea) horea", of
the verb "a horí", but which actually means "to sing" (certain type of
songs), and not "to dance" (and, as such, it is quite limited to
certain regions of Romania, esp. in the N-W, where the diphtong [ea] is
actually replaced by the vowel [æ] that's not extant in standard
Romanian and in Southern subdialects).
