That's correct, Iranian *da:ra- (> Persian da:r) is from *dHor-o-.

There's no connection. Iranian *darga-ba:3'u- (= Skt. di:rgHa-ba:hu-) is
an exocentric (bahuvrihi) compound; the literal meaning is simply
'long-arm', and the first part, from PIE *dl.hgHo- 'long', is unrelated
to *dHer-.
