Pardon me, but I just recently joined this list.
I'm an amateur who has been working on PIE internal
reconstruction and was wondering if anyone has a
suggestion about where to try to publish it (or can
just tell me about a FAQ or something on the
Internet). Thanks for any help.

I think it's possible that the present marker and
locative marker are the same (meaning "here" and
implying "now"). They would be optional (and
optionally stressed) because of recent origin as a
separate word.

I favor original S-P-C order, becoming confused
(and conflated) later on. However, my phonological
reconstructions are quite a bit different than others.
