Not necessarily, I suppose.
It does, however, in the case of pre-PIE, where I believe
vowel lengthening was a grammatical device in the formation
of e.g. the perfect (*wáyd- (> *wéid-/*wid-) -> *wá:yd- (>
*woid-)), thematic nouns and verbs (*bha:r-á-ti ( >
*bhére-ti)), and "collective"-like formations (*dhigh-á:m-
(> *dhghóm-/ *dhghém-)).
