The definition is self-evident, in my opinion - has Kuhn made any
serious study of the standard texts dealing with Celtic etymology
and phonology?

That's not obvious at all - quite a few authors of books on Western
European onomastics don't seem to have mastered even the basics of
Celtic linguistics.
