Dear Richard,
This root is given in American Heritage Dictionary as *terkW- with
labiovelar. Also metathetic variant *twerk-, base of <queer> and
<thwart>. Suffixed (causative) *torkW-eyo, base of Latin
<torquere> 'to twist'. So, Alb. <tërsirë> 'rope' could also be from
*terkW-ina, if we agree with one of my assumption that *-er > Alb. -
ër. From this root we may explain also synonym <tërkuzë> in both
dialects, because labiovelar is followed by back vowel in suffix -uza.
It doesn't mean that I object its Slavic origin, but the possibility
to be of IE origin can't be denied too.
