about the relation Alb. "sh"=Rom."s" we can say just that the "loans"
from Albanian into Rom. should have been somewhere as this "s" from
ProtoAlbanian still was not a "sh".
It seems there is no way to find out if this change in Albanian
of "s" > "sh" did happened before the first loans from Latin and the
Latin sound "s" has been rendered as "sh" or the change "s" > "sh"
did happened after the loans of the Latin words into Albanian.
There appear for sure just when the phenomenum stoped and that is
beginning with the first Slavic loans into Albanian. The period of
time here as the phenomenom stoped could be postulated between VII-X
century but that is all.
It remains the big question when this phenomenon begun in Albanian
but it seems there is no control posiblity about this.
About Rom. "Sti" ( cf DX < Latin "scire"):
this was the basis why I asked Piotr if PIE *sk has an another reflex
as "x" in a palatal context "*sk/+"
About this PIE *sk > x in ProtoAlbanian should be interesting too the
period of time as it stopped. I am not home now for verifying which
is the reflex of Latin "sk-" in Albanian for knowing when the change
PIE *sk > x in Alb. stopped.
