It should be Old English <-ing-as>, in fact, < PGmc. *-ing-o:s(iz), the
plural of <-ing>, reflecting the PGmc. nom.sg. *-ing-az. The suffix <-ing->
meant, more or less, 'connected with...' or 'related to...', so <X-ingas>
were 'X's people'.
