That's L&S's suggestion, but L&S are notoriously unreliable on etymology.
Rix has *weh2 "sich wenden". That might be possible. Where I pinched the
idea from (Sihler section 51b), simply offers it as an example of /i:/ <
*/e:/. Meiser is slightly more helpful, suggesting as a rule that /e:/ >
/i:/ before a following syllable with /i/.
