book about the sound laws of Indo-European

Hello, all:
Is anyone familiar with the following book title? It purports to list and detail the sound laws of Indo-European (Brugmann's, Grassman's, Sievers', and a whole bunch more that I hadn't heard of before), and I was wondering if it's worthwhile.

Did Saussure and Meillet actually publish "laws"? If so, and if everything else listed in the TOC is valid, this may well turn out to be a worthwile acquisition. Any information about this book, or similar ones, would be greatly appreciated. I would like to get a better understanding of Indo-European sound laws in order to understand PIE and the daughter languages better.
