No. The *y- is secondary. *tw- -> *w is the result of dissimilation in
*[t]uatu, as we have dissimilation in the verbal ending *-tua[tu] > *-te.

No. *twe < *tu-ma, there was no **tw- there.

The rule is simply:

*tw > *sW / #_ , _#
*tw > *t elsewhere.
