After the definition "if a vowel together with another vowel makes a
syllable then the first vowel is a consonant one":-)
So we have "u" and "i" ans "consonant" vowels when they belong to the
same syllable but they are plain vowels too.
I see more the "i" and "u" as playing the role of the consonant but not
being consonants here. At least from the "aussprache" there is no
difference between "u/i"-consonant and "u/i"-vowel.
