Yes, this is a false statement since we merely haven't found an
adequate etymology in IE. Rather, the logical conclusion should
be that the toponym _may_ or _may not_ be of IE origin. No
one has the authority, given our present knowledge, to dare
say that it is "clearly non-IE".
