I think the basis for this assumption is the simularities between
germanic verbal conjugation and the uralic one.


Both groups have only two tenses and generally two diateses
active/medio-passive.

The aspect-system that is very important in other IE languages is
poorly developed in both groups (perfective/imperfective).
