No, even if PIE */e/ comes from earlier **/a/ (or **/&/), that **/a/ also
developed to */e/ when there wasn't a *h1 in sight, so the thing has
nothing to do with *h1, for which we can maintain the usual
characterization that it does _not_ colour the vowels. The only thing that
possibly changes is that for *h2, besides the usual colouring formulation,
we can formualte an alternative scenario, where blocks the a > e
development.
