Latin diphtongs

Okay, I did ask this once before but wasn't clear on the response I got,
so I'll ask again if no one minds:

regarding the Latin diphtongs ui and eu:

1. is ui pronounced with the u as in do or new and the i as the ee in
see (that is, with both vowels long) or with the u as in put and the i as
in it (that is, with both vowels short) ?

2. is eu pronounced with the e as the ay in say and the u as in do or
new (that is, with both vowels long) or with the e as in set and the u as
in put (that is, with both vowels short) ?
