Probably a good way into the subject is through
Comparative IE linguistics Beekes (Benjamins 1995)
This gives a good overview. A second book with much more detailed
information, and a good reference resource is
Introduction to IE linguistics Szemerényi (OUP 1996)
but he was anti-laryngeal, and pro the voiceless aspirates, which puts him
out of line with most others linguists. So he's not a good one to start on!
If your starting point is Latin, you could consider
New Comparative Grammar of Latin and Greek Sihler (OUP 1995)
He discusses how Latin & Greek developed out of PIE, and it's really an
excellent book.
