Yes, before a _non-front_ vowel (here, a secondary schwa, *kW&twor-, as
in the proto-form of Latin quattuor).

We've already discussed that one, as well as the 'four' word. It's only
your wild guess without any independent support. Of course I don't
accept it. Why the long vowel?
