It seems that it's still you who has misread the text, which goes:

"...derives from past active participle [, for example -- S. T.]:
<bi"lo> 'beater' n. [is etymologically a N.sg.n. of an active past
participle -- S. T.] from <bi"ti> 'to beat'...".
