Ligurian

I'm somewhat confused about Ligurian. Is it usually seen as a
Celtic dialect, or an independant Indo-European branch? There's also a
theory about a non-Indo-European Ligurian dialect in addition to
Indo-Europopean dialect, but I'm somewhat unclear on this. Of course, I
guess that may just be because not enough is known to safely say yet.
