Is this real Hattic

Hello, all:

 

I've been following the Anatolian debate between Steve and Glen, and I became curious about the Hattic and other languages being mentioned, so I did a google search of Hattic and came up with the following URL:

Is this real Hattic?  Was it that well attested?  Or, is this a poorly-named con-lang?
