I am not aware of these two names as being Thracian. Could you please
give more information about? In the "Secret History" of Procpoius an
another book which deals with life of Justinian I don't remember to have
seen such names.
I don't want to speculate on them since the second one "Passara" can be
too easy linked to Latin "Passer" or romanian "Pasãre"= bird.
As for the foreign origin of the Roman Emperors, there is wellknown that
begining with Traian almost all Cesars have been born somewhere else.
Justinian shouldn't be the only thracian who became Cezar, just one of
many.
