Regular. en > in, not following a labial a single /s/ or a consonant
(cluster) + /r/. (Note that /st/ behaves as a unit in str^nge and
stinge).

There's no /n/ in the Romanian word. It can't derive straight from
excrementu (which would give *scremînt or perhaps *scrãmînt). What
does it mean? Which etymology does DEX give?
