There are many ways of deriving action nouns from verbs in various branches of IE, just as there are numerous formations that evolved into infinitives in this or that branch. As far as I know, the gerunds in *-Ije are a Slavic speciality). I think the suffix is etymologically identical with the Slavic collective in *-Ije < *-ejom.
