PIE homeland in northwest India?

What support is there for a theory that I have come across, that the
Indo-Europeans came from northwest India? The immediate scenario is
that a bad drought in northwest India caused migrations, and invasion
and immigration pressure on the remaining fertile land in the area
caused a war which is recorded in Indian records as the Battle of Ten
Kings which is described in the Rigveda; and after that many peoples
from the area migrated far away west and northwest and that was the
start of the Indo-European expansion.
