Those with the prefix reflected as /go-/ (< *ga-) in Slavic are East Germanic, as a rule. I have just discovered (in the supplement to Bosworth & Toller's dictionary) OE gewerian with the meaning 'make a treaty, come to an agreement (or, shall I say, <dogovor>)'. This is the closest match I've been able to find so far, and the (alas, purely hypothetical) East Germanic equivalent would have been *gawarjan.
