It's none of those. PIE *-tro-/*tlo- formed neuter nouns serving as
names of tools or locations. Cf. Skt. man-tra- < *men-
tlom 'instrument of thought', pa:tra- < *po:-tlom 'drinking vessel,
goblet' (Lat. po:culum). *re:g^-tlom means 'a place to rule'.
