Dr. Musa Ahmeti says among others that the first time it was spoken
about Albanian language was in a document from the archive of
Dubrovnik / Raguzza dated back to 14 July 1284 (not 1285 as it was
thought until now). This is a part of that text: "Audivi unam vocem
clamantem in monte in lingua albanesca" (I heard a voice on the
mountain calling in Albanian language).
The second evidence was that of an anonymous who is thought to be a
priest of the Domenican order who traveled through Balkan. Describing
the Albanian population he writtes among others: "Habent enim Albani
prefati linguam distanctam a latinis, grecis et slavis ita quod in
nullo se inteligunt cum aliis nationibus" (The Albanians in word have
a language which distances from Latin, Greek and Slavish therefore
they can not communicate at all through their language with other
nations).
The third evidence is that of Guliem Adam from the year 1332 in his
tractate "Directorium ad passagium faciendum" written according to
Pope John XXII directives. It is a report to Philip VI (Valua ?),
king of France who was going to cross over the sea. Among some
explainations about Albania and Albanians a famous meaning is to be
found: "And though Albanians have a different language from others
and from Latin, they use Latin letters even in all of their books".

At the end of the article it is mentioned that Teodor Shkodrani (the
author of the manuscript from 1210),an Albanian from the city of
Shkodër, is a known figure who has written some other works
(manuscripts) which are to be found not only inside the Secret
Archive of Vatican but at the Apostolic Library as well. The major
part is written in Greek and are unpublished.
A good part of the material about the life and works of Teodor
Shkodrani seems to have been provided by another Albanian researcher
dr. Moikom Zeqo.

The manuscript is ready for publishing, it is transcripted,
translitterated and a scientific analysis would be attached to it.
