I think the spread of Hochpreußisch and its cultural dominance in the area were connected with the secularisation of the Order, the Reformation, and the establishment of "Ducal Prussia", which later became East Prussia. Even further northeast, in Livonia, Low Saxon was once the language of the upper class and most of the burghers; the encroachment of High German lasted well into the eighteenth century.
