Glen, writing begins in Anatolia circa 1900 BCE with the appearance
of Assyrian merchants in the karum at Kanesh Kultepe at this period.
There is no writing present earlier - either Sumerian or Akkadian
anywhere in Anatolia. This writing has evidence of at least one and
possibly others of the Anatolian branch of IE at this time. IE
people may have been resident in Anatolia for hundreds of years (2200
BCE or perhaps dating back to 3,000 BCE) for all we know. There was
no hint of IE people in Anatolia before this because there was no
writing of any kind in Anatolia before this!
Hope this resolves your problem.
